Enforcement Effectiveness Evaluation Intelligence    


Enforcement Effectiveness Evaluation intelligence provides an evaluation of the effectiveness of the mission, specifically identifying the law enforcement tactics that were effective as well as ineffective. The accompanying report, abbreviated as an E3 report, furnishes information regarding the effectiveness of law enforcement in the selection and classification of criminal targets. The following figure shows the Enforcement Effectiveness Evaluation Intelligence Report being produced during the Conduct Mission Phase and providing input for the operational function in the Operation Modifications Phase.

The report requires detailed research regarding law enforcement actions during the operation/investigation. The direct and indirect effects, if any, these actions achieved against the criminal element are also noted.

Intelligence regarding each identified and engaged target and the effect on a specific target is also evaluated. The intelligence provides an evaluation of the overall result of actions taken by law enforcement. It also provides insight as to the intelligence unit's ability to identify targets and evaluate the target's capabilities and vulnerabilities.

Normally the enforcement effectiveness evaluation process begins shortly after the engagement of the first criminal target and continues throughout the operation/investigation. When a criminal case moves into the trial phase, this process may be employed to assist the prosecution staff in understanding how their pretrial maneuvers are affecting the criminal element's ability to continue to operate.
