Targeting List


Targeting reports provide criminal target intelligence to the mission manager and mission planners. The targeting process involves the following:

  • Identifying criminal targets
  • Determining their location
  • Classifying the target as to its type and value

Targets are prioritized based on the criteria set by the mission manager.

Effective targeting requires specific direction from the mission manager in identifying the operation/investigation concept of operation and the law enforcement goals and objectives. The intelligence unit provides a list of targets based on the mission manager's goals and objectives. The targeting report identifies each target and the value of the targets as they relate to the overall mission. The report also prioritizes each target and how the target relates to one or more specific mission objectives.

Targeting begins as soon as the criminal capability assessment has been completed and continues throughout the operation/investigation. Targeting lists support operational functions in the third mission phase as shown in the following figure.
