Criminal Modus Operandi (MO) Intelligence


Criminal Modus Operandi (MO) reporting provides intelligence relating to criminal groups and how they conduct their criminal operations. Criminal MO intelligence serves two purposes:

  1. To assist law enforcement in identifying criminals and criminal groups based on their methods of operation.
  2. Once the criminal group is identified, to provide intelligence relating to the individuals in the group and how the group has conducted its criminal activities in the past.

The Criminal MO Intelligence Report may cover any number of aspects of the methods of operation utilized by specific criminals or criminal groups in committing their crimes. The intelligence may include one or more of the following criminal-related operational areas:

  • Command structure
  • Management
  • Administration
  • Intelligence
  • Planning
  • Operations
  • Logistics
  • Public relations
  • Geographic areas of control and/or operation

The diagram shows the Criminal MO Intelligence Report is generated in the first mission phase, “Identify Problem,” and serves as input for the first operational function in the second mission phase.
