 During this mission phase, the Operations Plan will be implemented. Once the Operations Plan is placed into action, it becomes an "Operations Order." The plan may involve a law enforcement operation or a law enforcement investigation, or a combination of both. If the Operations Plan was not recently developed, the intelligence on which the plan is based will normally need to be updated.
It is not uncommon during the execution of the mission to require changes to the Operations Order. As a matter of fact, it is very seldom that an Operations Order is not changed at some point during the mission's execution. Changes are sometimes referred to as fragmentary orders or "frag orders" because they reflect only the changes to the original Operations Order, addressing only that fragment of the order. Frag orders are Operations Order updates.
