The Operations Plan Development Phase involves the development of a detailed Operations Plan. The amount of detail will usually depend on the complexity of the operation/investigation and the amount of time available to develop a plan.

After the Operations Plan starts to take shape, any required operations support plans will begin to be developed. The support plans are the plans of units that will be supporting the operations, such as SWAT, Hazmat, etc. They may also include planning to feed and lodge personnel and animals. Support units have their own planning requirements once they are advised as to the type, level, and duration of support that will be required of them to support the operation.
