Problem Identification

Usually a problem is discovered by law enforcement, or it is presented to law enforcement. Sometimes the problem is identified through an in-depth investigation. In other instances, the police chief or sheriff may become aware of the problem when reading the morning newspaper.

Once law enforcement becomes aware of the problem, they are obligated to identify it as completely as possible. In addition, law enforcement must determine the factors creating or driving the problem. In many cases, the cause will be apparent.

Problem Identification Intelligence Support

Two types of criminal intelligence disciplines support problem identification investigations. One or both may be appropriate, depending on the circumstances of the situation. They are:

  • Modus Operandi (MO) Intelligence
  • Enforcement Area Research Intelligence

Both of the intelligence disciplines can assist the operational units in identifying the criminals involved and the areas where they operate.
